Urban regeneration policies were among the first to incorporate participatory elements due to their proximity to citizens and the activism of civic associations. However, the substantive performance of citizen participation in this arena has been varied, even within initiatives sharing the same local and temporal context. In this article, I explore how and why different types of participation can produce uneven impacts. In order to present an analysis of the relevant dimensions when making sense of these variations, I draw a comparative analysis of four participatory initiatives related to urban policy which took place in the process of city center regeneration in Barcelona.
