El principio de cooperación o gestión conjunta resulta esencial hoy en día desde el punto de vista del reforzamiento de los principios de eficiencia y racionalización de la acción pública local. El capítulo traslada los planteamientos generales sobre las modalidades e instrumentos de gestión colaborativa al ámbito concreto de la compra pública local. Las adquisiciones públicas son hoy un ámbito estratégico clave, desde el punto de vista funcional de su utilización para el cumplimiento de las políticas públicas correspondientes. Por eso, utilizar las herramientas de compra conjunta, como las centrales de compra o la compra centralizada, resulta esencial para la mejora institucional y económica de esta actividad, clave también en sede local.
